Zoning coordinator Nicole Blackwell described the constrained parcel and the applicant’s request: a reduction from the 135‑foot centerline measurement on Highway 29 to 105 feet (a 30‑foot reduction) and a reduction along Pine Road from a 100‑foot right‑of‑way standard to 60 feet (a 40‑foot reduction). Staff noted that required setbacks, a utility easement and right‑of‑way limits combine to shrink the developable building envelope but also proposed conditions if the board recommended approval.
Blue Frog Engineering’s Kai Burke and TSP owner Shelby Tidwell said the three‑frontage parcel and proposed access through the adjacent Dollar General constrained workable building placement and justified the variances to allow appropriate circulation and buffering.
Board members questioned whether parking, stormwater detention and circulation could be accommodated outside the stricter building envelope; several members said they did not see the hardship required under Article 28 and moved to recommend denial. The board voted to recommend denial of the variances. The matter will be transmitted to the Board of Commissioners for final action on May 19.
