The Coweta County Board of Zoning Appeals recommended approval of variance petition 26‑0009 to allow a guest house at 1640 Hines Road to remain at its current foundation location roughly 83 feet 6 inches from Hines Road, a reduction from the 100‑foot front setback required in the RC zoning district.
Zoning manager Lisa Eschman described the procedural history: Brian Cahoon obtained a zoning verification on Nov. 13, 2025, submitted an elevation certificate and surveyed site plan in December, and received an approved elevation certificate and a site preparation permit in January. The foundation was built based on the surveyed plan, which placed the structure at 83 ft 6 in from Hines Road. Staff told the board the remaining guest‑house requirements had been met and recommended the BZA set the front setback at 83 feet as a condition.
Applicant Brian Cahoon told the board the discrepancy stemmed from miscommunication about whether the setback was measured from the right‑of‑way or from Hines Road centerline and asked the board to allow the structure to remain so his family members can occupy the guest house.
No opposition speakers signed up; staff noted two audience participation forms in support. A board member moved to recommend approval with the planning department’s condition, and the board voted in favor. The recommendation will be forwarded to the Board of Commissioners, which will make the final decision on May 19.
