Following a public hearing opened at 6:11 p.m., the council closed the hearing, moved to suspend the three-reading rule and proceeded to final passage. Councilmember Russ Smith moved for final passage and Councilmember Paul Holland seconded; the ordinance was adopted by a unanimous roll-call vote (Smith, Wassom, Holland).
