Broken Bow council votes to close Elan credit cards, adopts UMB Bank credit-card agreement

At its April 28 meeting, the Broken Bow City Council voted to close the citys credit-card accounts with Elan Financial Services and authorized a credit-card program with UMB Bank.
Resolution 2026-06, approving the closure of existing City of Broken Bow credit cards with Elan Financial Services, was moved by Travis Kleeb and seconded by Joe Wamsley. Administrator David Schmidt told the council the cards had been opened under Resolution 2025-20 with the expectation they would be easier to manage, but "it didn't end up being the case and there were also higher yearly fees associated with them than anticipated." The resolution passed on a roll call vote with Kleeb, Wamsley and Holland voting aye.
The council then approved Resolution 2026-07, the Organization Resolution and Agreement for a credit card program with UMB Bank, on a motion by Paul Holland, seconded by Joe Wamsley. The recorded vote was unanimous among the three councilmembers present.
Administrator Schmidt said if Resolution 2026-06 is finalized, staff will place more authorized city staff on the prior cards so the city can make changes as needed. The motions did not include specific dollar authorizations in the meeting record; the minutes note that the prior cards remain open and usable.
