Carpentersville trustees award $1.83 million in sewer, water and resurfacing contracts

The board approved a $432,186.85 contract with Air Construction Incorporated of Goodfield, Illinois, to rehabilitate approximately 13,000 feet of clay sanitary sewer using cured‑in‑place pipelining. Assistant Director Zadlowski told trustees the liner will stop leaking joints and strengthen the pipe; staff noted the item’s engineer estimate was about $500,000. Trustee Frost moved the motion and Trustee Abbott seconded; the roll call recorded unanimous yes votes from Trustees Garcia, Gupta, Malone, Abbott, Frost and President John Skillman.
The board also approved a $478,007.47 award to Martan Construction Incorporated of Elgin for water‑treatment and related sanitary improvements. Zadlowski said the low bid exceeded the $450,000 budget by about $28,000 but that a grant associated with the project (staff referenced a DECO grant, approximately $250,000) would reduce net village cost; the board voted to award the contract. Trustee Malone moved; Trustee Gupta seconded.
Finally, Trustees awarded the 2026 MFT resurfacing program to Brothers Asphalt Paving Incorporated of Addison for $915,009.19. Zadlowski said the contract covers just under three miles of roadway and came in well under the village’s $1.3 million estimate, allowing the team to add several streets to this year’s program. Trustee Garcia moved the motion and Trustee Malone seconded; the board approved the award by roll call.
What this means: the three approvals advance planned infrastructure work this construction season, with the resurfacing contract stretching the village’s dollars by adding streets that otherwise would have waited until next year. In the water‑treatment item, the village will pursue available grant funding and some value engineering during construction to mitigate the over‑budget amount, Zadlowski said.
Votes at a glance: each item was approved by roll call with recorded affirmative votes from Trustees Garcia, Gupta, Malone, Abbott, Frost and President John Skillman. Trustee Maniscalco was recorded absent at roll call earlier in the meeting.
The board moved on to a schematic‑design presentation for the new village hall and police facility following the contract votes; no additional actions on these contracts were taken at the meeting.
