Effingham details water and sewer projects tied to IDOT Fayette work; seeks state grants

City staff provided details on several water and sewer capital projects that are timed to or required by IDOT’s Fayette corridor work, describing expected relocations, equipment purchases and grant applications.
Jeremy, who spoke for public works, said the city is preparing for significant relocations tied to IDOT’s Fayette phase 2. "We're anticipating about at least 1000000 dollars, in relocations of that water main that would come directly out of the water fund," he said, describing relocation work east of Willow where the city will be responsible for sections of the mains. Jeremy added that similar sewer relocations are anticipated and estimated "about half $1,000,000 of sewer relocations to come out of the sewer fund" for the same project.
On equipment, Jeremy described plans to buy a hydro/excavation truck and two boring machines to support trenchless installation and daily maintenance; the hydro truck was cited at approximately $750,000. "This is specifically for their type of work for, potholing, for, locating utilities, and for their work with boring, new water mains within the city," he said.
Sewer capital needs and grant pursuits were also discussed. Presenter and Jeremy described a potential $5,000,000 unsewered community grant that would provide sewer from the bottom of Salt Creek Hill up to Crystal Club Road, install a new lift station and help complete related generator work at Evergreen Lift Station. The sewer planning discussion included a $330,000 capital engineering line for phosphorus compliance work and a $100,000 allowance to acquire a railroad permit and bore under the CN Railroad to add a second influent line because the current south-side line is reaching capacity.
Why it matters: The IDOT Fayette reconstruction creates both timing and cost consequences for the city; officials said the work will require the city to fund relocations and engineering while pursuing reimbursements and grants to limit borrowing. Staff said the water and sewer funds have carryovers (each cited at about $3.6 million) and that the city is attempting to save toward larger projects to avoid long-term borrowing where feasible.
