Council members debated a zoning text amendment that would have allowed short‑term rentals by special‑use permit in most non‑single‑family districts while keeping R‑1 and R‑2 neighborhoods off‑limits. The plan commission’s recommendation would have permitted short‑term rentals in R‑3A, R‑3B, R‑3C, R‑3D, R‑4, B‑1, B‑2, B‑3 and M‑1 districts, limited guests to a maximum of eight and capped the number of special‑use permits in non‑urban and R districts.
City Planner (presenting the amendment) said the plan commission voted 4–2 to recommend the text amendment after public testimony and suggested conditions and caps that would allow council and the commission to attach further restrictions. Supporters said a special‑use process would allow the city to add conditions, including guest limits, inspections and tailored standards for each permit.
Opponents argued the change risked introducing transient occupancy into long‑term residential neighborhoods. One commissioner said the measure was “a solution in search of a problem,” expressing concern that it would bring short‑stays into single‑family areas and that hotels or other lodging might better serve visitors. Council members also raised that some existing short‑term operations would remain ineligible unless rezoned or granted special uses.
After discussion, a motion to pass Ordinance 36‑2026 was put to a vote and failed on a tied 2–2 result; the ordinance did not pass at this meeting. Council discussion noted the option to revisit the text and that rezoning or special‑use requests could still be pursued individually in the future.
The council did not take additional action on short‑term rental regulation at this meeting; members suggested further review and the possibility of bringing revised language back at a later date.
