Mundelein trustees begin first review of sweeping zoning code amendments

Colleen Malick, senior planner for Mundelein Village, and a village staff member presented the Committee of the Whole with a redline packet and spreadsheet that together document proposed edits to the village zoning ordinance and related PUD standards.
The staff presentation framed the work as a first review: the packet contains a mix of minor scrivener edits and larger policy changes arriving after months of Planning and Zoning Commission discussion. The PZC recommended approval of the package on Feb. 18; staff said the commission discussed many items at length and that public comment informed revisions.
The staff member told trustees the board has several options: direct staff to bring a final ordinance forward as drafted, ask staff to modify particular items and then advance an ordinance for formal adoption, or return a topic to the Planning and Zoning Commission for further review. "There are options, as you consider this," the staff member said, adding the session was intended as a discussion to guide staff on next steps.
Trustees and staff repeatedly emphasized that this meeting was a preliminary, nonbinding review. Several trustees expressed interest in receiving additional examples and recommendations—particularly for more technical or contentious topics—before the village takes ordinance action. Staff said they would return with refined language where trustees requested it and bring full ordinance language to a future meeting for formal consideration.
The Committee of the Whole did not adopt any ordinance at this meeting; trustees later approved the meeting minutes by voice vote and adjourned.
