Council clears broad contract package, approves LIHEAP grant and notes insurance premium jump

The Rockford City Council approved a 25-item Finance & Personnel package on Jan. 5 that included multiple procurement awards, grant acceptances and contract renewals.
Alderman Logan presented the consent package. The council approved vouchers totaling $20,640,223.52 and approved lead service-line replacement contracts: phase 9 to Entrack Group (not to exceed $2,000,000) and phase 10 to NTRAC Group (not to exceed $2,000,000). Logan also presented noncompetitive awards for groundwater monitoring at the Southeast Rockford Superfund site, several vehicle and equipment-service contracts, and software purchases including ESRI products for approximately $290,300 and Jam Software for $27,599.
Logan announced a Department of Commerce and Economic Opportunity LIHEAP grant award of $2,896,554 (term Oct. 1, 2025 to Oct. 31, 2027) that requires no city match and will fund client energy-assistance payments, program administration and staff. He also proposed authorizing a $200,000 city match for a Department of Commerce tourism-attraction grant in partnership with the Rockford Area Venue and Entertainment Authority; Alderwoman Tarino asked where the match would come from and was told the source is 2025–26 casino arts and culture funds.
On employee benefits, Logan told council the proposed medical stop-loss insurance renewal to Tokyo Marine HCC would represent a 43% increase over 2025; the estimated total annual premium based on current participants is $1,789,020. He also presented a pharmacy-benefit renewal with Express Scripts with new pricing expected to yield approximately $667,000 in savings and an estimated total cost of about $7,000,000 for 2026.
Votes and splits: the clerk recorded the package as approved overall; items 22–24 (the $200,000 match authorization and two sidewalk/bus-stop reimbursements tied to economic development) recorded split votes (8 ayes, 2 noes), while most items recorded unanimous or near-unanimous support.
The legal director will prepare ordinances where required and staff will proceed with contract execution and grant acceptance per council direction.
