The council also approved an end‑of‑year transfer from the Capital Improvement Fund, moving $2,050,000 to the general fund balance and $2,000,733 to an assigned capital reserve. Staff described these funds as residual revenues and encumbrance returns resulting from 2025 activity; the transfer passed on a voice vote.
Public works staff (Jeff) told the council that the city and the Perimeter CID partnered on the Lake Hearn sidepath design and construction and that the project connects Perimeter City Parkway to the north intersection of Lake Hearn Drive and Altmore Avenue. Staff said RM Concrete Specialist LLC was the apparent lowest responsive bidder, recommended a contract not to exceed $87,023.77 (including a recommended contingency), and estimated a 90‑day construction schedule from the notice to proceed, with completion expected by late September. Council member (speaker 7) moved to approve the contract with RM Concrete Specialist; the motion was seconded and approved by voice vote.
Separately, staff recommended and the council approved a new sign‑and‑signal on‑call annual contract (2026–2030) with Sunbelt Traffic, with up to four annual renewals. Public works staff said the workload for traffic infrastructure is not large enough year‑round for a single in‑house crew and that the arrangement leverages a partnership with the city of Dunwoody; no new funding was required since the contract draws from an existing line item.
All motions on the agenda for these items were approved by voice vote; the clerk recorded affirmative responses with no formal recorded roll‑call tallies in the minutes.
