The Livingston County Public Services Committee on May 5 approved a series of personnel appointments, procurement contracts and grant agreements affecting county operations and local programs.
The committee confirmed Nicole Utberg as the county’s Second Deputy County Clerk, effective May 17, 2026, at an annual salary of $78,500. The resolution was presented by County Clerk Kris Secor and carried after a motion by Mr. White and a second from Mr. Devine.
Central Services reviewed two construction-related bids. Whitney East, Inc. was accepted as the lowest responsible bidder for the Hampton Corners storage building general construction, with a contract amount of $232,500 for work through Dec. 31, 2026. The committee also accepted the low bidder for water tower repairs and preventative maintenance; the award to Pittsburg Tank & Tower Maintenance Co., Inc. covers required OSHA repairs and related maintenance with a contract term through Dec. 31, 2026 (amount per tabulation sheet).
Public safety items approved included a sole-source contract with Xybix Systems, Inc. for an additional dispatch station (not to exceed $28,754.83 for 5/1/2026–4/30/2027) and acceptance of a PSAP operations grant from the New York State Division of Homeland Security and Emergency Services totaling $301,732 for calendar years 2026–2028. The Sheriff’s Office also received authorization to purchase one Fluid 26' boat from Phoenix Trading Inc., not to exceed $200,000; funding was noted as a mix of defederalized ARPA and CIP funds.
The County Historian’s office received approval to contract with the Northern New York Library Network for uploading digitized newspapers to NYSHistoricNewspapers.org (not to exceed $3,700). The committee also approved pass-through contracts allocating $15,000 in NYSED funding among seven local organizations and municipalities for events marking the nation’s 250th anniversary.
Highway Department contracts for routine services—portable toilets and pest/rodent control—were authorized, and Economic Development received approval to sign a subrecipient agreement with the Livingston County Development Corporation to administer the EPA Brownfield Revolving Loan Fund. The committee also scheduled a June 10 public hearing to solicit input on proposed Community Development Block Grant applications to the NYS Office of Community Renewal.
Planning Department items approved included a no-cost time extension request to complete the county’s Agricultural and Farmland Protection Plan update, support for two Farmland Protection Implementation Grant (FPIG) applications (Niedermaier Farms, Everman Farm), and SEQR actions and authorizations to submit a 2026–2027 NYS Snowmobile Trails grant application. The committee authorized pass-through contracts with the Caledonia Trailblazers and Hill & Valley Riders to administer snowmobile grant funds.
Multiple motions were moved and seconded and recorded as carried. No votes were reported as failing in the minutes; items listed as "Carried." The meeting adjourned at 10:52 a.m.
