Livingston County board reallocates $4.24M in ARPA funds to reimburse 2024 payroll

The Livingston County Ways & Means Committee on May 11 approved reallocating $4.24 million of previously obligated American Rescue Plan Act (ARPA) funds to reimburse the county for a portion of its 2024 payroll expenses.

County Administrator Shannon Hillier told the committee the reallocation complies with U.S. Department of the Treasury guidance (31 C.F.R. Part 35) and is intended to realign previously earmarked ARPA projects with current county needs. The Treasurer’s Office was directed to ensure the modification is accurately reported in the Treasury Project and Expenditure portal.

Why it matters: The action moves funds previously assigned to specific projects back into eligible payroll reimbursement, restoring revenue for the county’s general operating accounts. Hillier told the committee the modification occurs before the Treasury’s obligation deadline and was requested following review by Bonadio, the county’s accounting advisor.

The motion to approve the reallocation was moved by Mr. DiSalvo and seconded by Mr. Wadsworth; the committee recorded the motion as carried. The transcript does not include individual roll-call vote tallies.

The committee also noted that some former ARPA projects are being transitioned to the County’s capital improvement program (CIP) rather than remaining on ARPA obligation schedules. County staff will carry out the Treasurer’s portal reporting as required by federal guidance.
