The City of Effingham voted to adopt the Effingham 2050 comprehensive plan under Ordinance number 16, 20 26 after a presentation by staff member Greg (S9).
"What you have before you is the ordinance adopting it," Greg said, summarizing the planning commission's recommendation and staff clarifications on housing questions. Multiple council members praised the work and emphasized that adoption does not end planning: it starts implementation and accountability.
One council member (S6) said the work has "really just started" and pressed for measurable follow‑through: "Now we have to hold accountability. Now we have to measure ourselves against the plan," the member said. Council discussion framed adoption as the policy step that enables later ordinance changes, budget alignment and targeted projects.
The council moved to approve the ordinance and the chair announced the motion as approved; roll‑call affirmations followed. Staff noted the planning commission and city staff had reviewed and recommended the ordinance prior to the vote.
Adoption of the comprehensive plan will guide land‑use choices, housing strategy and infrastructure priorities; council members said staff will return with implementation steps and metrics to track progress.
