HE‑41 would amend Chapter 17 of the Placer County Code to comply with state housing law and support emergency shelters, supportive housing and related services countywide. HE‑42 would create three categories of residential care homes based on residential capacity and set permitting procedures for each.
A community member said more than 50 people attended a Penryn MAC meeting and expressed concern that proposed housing must match neighborhood character; the resident raised specific concerns about individuals on parole, drug use and unsupervised mental‑health conditions. Lucy Rollins said the county cannot set internal regulations for facilities — those are managed by state agencies — and that other state laws apply to facility operations.
Staff characterized the proposed text amendments as county steps to comply with state law and to implement Housing Element programs; the presentation was informational and no action was taken at the meeting.
