Local nonprofits get council sign‑off to hang awareness ribbons downtown

Megan Ruers, representative of the Crisis Nursery of Effingham County, told the City Council the group seeks permission to hang 35–40 dual‑color ribbons downtown from April 13 through April 30 to mark nationally recognized Child Abuse Prevention Month and assault awareness observances.
"This year, the Crisis Nursery and SAFE are partnering together to highlight a shared belief that safe children come from safe families and safe families come from communities that are informed and supported," Ruers said. She added the ribbons will include a QR code linking to a shared flyer so residents can learn what the bows represent.
Donna Rouleau of SAFE said the organization covers 11 counties and provides advocacy, counseling and prevention education. "All of our services are free. All of our services are confidential," Rouleau said, and she described rising caseloads and the groups' school‑based prevention work.
Council members asked about installation and durability; Ruers said the team will pay for installation, monitor the ribbons during variable spring weather and remove them at the end of the display period. One council member suggested increasing the number and locations; Ruers said that could be accommodated.
The council indicated verbal approval for the request at the meeting; staff will process the permission and confirm locations and logistics before installation.
