The SCPHCP Coordinating Committee voted to approve four enrollment applications to the SEPHCP during its meeting, advancing mitigation plans for multiple projects in and near San Antonio.
Valerie Rodriguez, senior planner with the policy administration team, presented the first two applications and recommended approval. She summarized the Journeyman Group proposal as a 17.58-acre site at 19302 Babcock Road in Council District 8 requiring 21 golden-cheeked warbler (GCW) conservation credits and a total mitigation fee of $668,800. "Staff recommends approval, and our biologist is here to answer any questions," Rodriguez said.
The committee then approved the Journeyman Group enrollment by roll call.
Rodriguez outlined a second application from Lennar Homes of Texas for a roughly 248.59-acre project northwest of Scenic Loop Road and Babcock Road in the extraterritorial jurisdiction. She reported the project includes 132.53 acres of GCW habitat within the project area and will require approximately 302.11 GCW conservation credits; staff summarized mitigation and participation fees in the $2.6 million range and recommended approval. After a brief question-and-answer period, the committee approved the Lennar enrollment by roll call.
Riley Boseiger, senior planner with the development services department policy administration team, presented two additional items. The San Antonio Water System application (ending in 0008) covers work along I‑10 from La Cantera Parkway through Camp Bullis Road, totals about 13.886 acres, and requires 10 GCW conservation credits and a mitigation fee of $97,141; staff recommended approval and the committee approved the enrollment. The Old Camp Bullis Partners LTD application for a 4.393-acre site at 6194 Old Camp Bullis Road requires roughly 3.5 GCW credits and a mitigation fee of $35,101; staff recommended approval and the committee approved that enrollment as well.
All four enrollment motions passed on roll call. Committee discussion was procedural and limited to technical clarifications from staff and the plan biologist.
The committee also approved amended minutes from the November 25 meeting clarifying that, for a large project referred to as Guadalupe Ranch, there are no current plans to create credits from that development as a habitat bank and that enrollment will proceed by phasing.
