The Winnebago County board voted to approve a three-year contract with CASI for cost-advisory services.
The chair said the county “agrees to pay the consultant an amount not to exceed $4,450” and that the consultant’s fee is calculated on a percentage basis tied to annual cost allocations. Committee members noted CASI works with many counties and that the arrangement uses a formula rather than a flat fixed fee.
Board members moved and seconded the contract during the meeting; the motion passed by voice vote with no roll-call tally recorded. One board member said CASI has provided services to many counties and appeared to be a commonly used vendor, and another offered to obtain additional quotes if the board wanted further options.
The board did not record further conditions or amendments in the meeting record. The contract terms discussed at the meeting indicate the county approved a three-year engagement for cost-advisory services with an annual cap as stated by the chair.
