Butler County supervisors approve $84,161 transfer, new contracts and three-year engineer pay plan

The Butler County Board of Supervisors on May 19 approved several county financial and personnel actions, including a transfer of $84,161 to long-term debt service to cover an upcoming GO Bond interest payment and a new three-year employment agreement for County Engineer John Riherd.
The board unanimously adopted Transfer Resolution #30-2026, authorizing the County Auditor to move $84,161 from the Capital Projects Fund 1500 to the Long-Term Debt Service Fund 2000 to pay the June 1, 2026 GO Bond 2025 interest payment. The resolution was declared duly adopted following the roll call and accompanying motion.
In other business, the board voted to enter a new three-year contract with Cost Advisory Services, Inc.; that motion passed on a unanimous vote. The board also approved a new three-year contract for County Engineer John Riherd, setting his salary at $157,500 for fiscal year 2027, $160,000 for fiscal year 2028 and $162,500 for fiscal year 2029.
County Engineer John Riherd requested a closed session for his performance review under Iowa Code § 21.5(1)(i); the board voted to go into closed session and subsequently returned to open session. After discussion in open session, the board approved the engineer’s contract and related salary schedule.
During public comment, Tom Heckman, the VA Director, told the board interviews had concluded and that staff would recommend a candidate who does not reside in Butler County; Heckman said the recommendation will be added to next week’s agenda. The board also approved claims, acknowledged receipt of manure management plans for F087 #61531, Lindaman Finisher Farm #63630 and Coster Finisher Farm #71809, and adjourned to May 26, 2026 at 9:00 a.m.
