At the business session, a finance presenter summarized September cash-basis financials and said overall revenues fell short of estimates, leaving the general fund with a year-end deficit.
"Revenues trailed the budget a bit," the finance presenter said, explaining that property-tax and franchise receipts and court fines came in below projections. The presenter also listed fund-specific outcomes: a tax fund surplus of about $20,000, a streets-fund deficit of roughly $19,000 tied to unplanned equipment purchases, a parks deficit of about $5,000, and a sewer utility deficit of about $17,000. The presenter said water operations finished the year with a surplus and that final accrual entries for the fiscal year had not yet been completed.
The presenter noted capital and one-time project activity showed larger outlays in the capital and ARPA accounts, saying about $407,000 of ARPA-related expenditures were reported for planned projects.
Officials discussed Fund 20, which the presiding official described in the meeting as "a little over a hundred thousand dollars." The presiding official said a building payment is due in December and suggested two options: apply an extra roughly $40,000 toward the building loan to reduce principal toward an outstanding balance he characterized as "right at 500,000," or move that money into the street fund to support capital street work. The official asked staff to provide an exact amortization figure before the next meeting.
The finance presenter urged continued monitoring of the general fund cash balance, noting the municipality is sensitive to timing of property tax receipts and debt-service obligations. The meeting did not adopt a funding decision at this session; officials asked staff for follow-up numbers and scheduled the matter for a future agenda.
