Planning commission recommends interim permit for manufactured home to support family caregiving

The Sherburne County Planning Advisory Commission on April 16 recommended that the County Board approve an interim use permit to place a manufactured home on a 110‑acre property in Clear Lake Township so Elizabeth “Liz” Schendzielos can reside near family members providing care.
Senior Planner Mitch Glines told commissioners the applicant provided a medical letter from Dr. Palistha Amatya of CentraCare supporting the need for on‑site care. Staff said the manufactured home will use an existing well and a new septic system will be installed. Planning staff recommended five conditions if approved, including permitting requirements and a monitoring fee.
Under the recommended conditions the manufactured home must be occupied by Elizabeth “Liz” Schendzielos and removed within 120 days of her no longer occupying it or no longer needing assistance. The county would hold $5,000 in escrow while the manufactured home is on the property to cover potential costs such as capping a separate septic system, administrative or legal fees, or repayment of delinquent personal property taxes; no interest is paid on the escrow. The permit would expire on sale of the property or removal of the manufactured home.
Applicant Todd Schendzielos appeared before the commission to represent the request. Chair Terrance Vander Eyk opened the public hearing; no members of the public spoke and no written comments were presented. Commissioner Steve Demeules moved to recommend approval with the five staff conditions; the motion carried.
The Planning Commission’s recommendation will be forwarded to the Sherburne County Board of Commissioners for final action at its May 5, 2026 meeting.
