Buckner officials debate allowing alcohol at city venues; attorney urges insurer input

Buckner 's council debated whether to allow alcohol on city-owned property for events and rentals, with no policy change enacted at the meeting. The City Attorney (S2) told members Missouri law permits municipalities discretion but cautioned that changing local ordinances to allow alcohol could increase liability and affect the city's insurance coverage: "The billboard plaintiffs' attorneys would absolutely make hay of the fact that the city of Buckner allows alcohol on its premises," he said, adding that insurers and plaintiffs' lawyers would consider allowance an aggravating factor in a lawsuit.

The attorney distinguished occasional permitted special events (for which the city can adopt event-specific rules) from routine or weekly alcohol use inside city facilities. He recommended the council contact the insurance company to quantify coverage differences and potential premium or deductible impacts. Council members raised public-safety concerns and the example of large sporting events where tailgating raises claims costs; staff acknowledged the city's insurance could treat recurring private events differently than annual festivals.

Public commenters and council members said downtown festivals and cornhole nights draw visitors and help local businesses, and some suggested permitting alcohol for designated special events while maintaining an overall prohibition on everyday consumption in city buildings. The council did not adopt any ordinance changes and asked staff to gather insurance figures and other specifics before further consideration.
