Planning Commission approves beer-and-wine modification for Tacos El Frank at Plaza Bonita

Assistant Director Martin Reeder told the commission that the proposal expands the restaurant's interior to about 3,771 square feet while retaining an existing 1,766-square-foot patio. Staff said the dining/seating area exceeds the 30% threshold used to offset a 660-foot proximity requirement to schools (staff cited roughly 42% seating). The police department risk assessment was placed near the high end of the "low risk" scale (about 12 points). Reeder said the applicant mailed 224 notices and held a community meeting that had one attendee.
Applicant representative Javier Lugo said the business plans to open in February 2025 and described it as a family-run, community-oriented restaurant. Commissioners asked about patio enclosure, signage and whether alcohol would be consumed on the patio; staff confirmed prior conditions limiting outside service remain and that new signage requirements are included in the draft resolution.
Vice Chair Castle moved to adopt the resolution approving the CEQA exemption and CUP modification; the motion carried unanimously. Staff said the decision and conditions will be included in the notice of decision to Council and that CUP conditions continue to govern patio service and responsible-service training.
