The Planning Commission voted unanimously on Nov. 4 to approve a conditional use permit and a CEQA Class 1 exemption for Mr. Pulpo Seafood, a family-owned restaurant at 831 E. 8th St., permitting on-site beer-and-wine sales (ABC Type 41) under conditions required by city policy.
Assistant Director of Community Development Martin Reeder summarized the application: the restaurant is about 2,100 square feet with roughly 57 seats and a dining area that exceeds the 30% threshold used to qualify food-focused establishments. Reeder said the city mailed 261 notices and the applicant held a community meeting in July that drew nine attendees. The National City Police Department's risk assessment scored the application nine points, which Reeder described as a low risk rating; the Institute for Public Strategies recommended responsible beverage-service training and litter/ graffiti-abatement conditions.
The applicant introduced herself in testimony as Sayda Gonzalez (the translation also rendered the name as Zeita Gonzalez). Customer Armando Roman spoke in support, saying the restaurant serves high-quality Mexican seafood and that "seafood and beer go very well together." During questions Vice Chair Castle and others noted a name discrepancy on police paperwork; staff clarified that Gonzalez will be the licensee and that Christian Ballo is the property owner, and explained that the CUP runs with the property and would remain unless the use is discontinued for 12 months or more.
Commissioner Valenzuela moved to adopt Resolution 2024-17 to find the project CEQA-exempt under Class 1 (Section 15301) and approve the conditional use permit for ABC Type 41 beer-and-wine sales; Commissioner Sanchez seconded and the motion carried unanimously. The resolution includes standard conditions tied to Council Policy 707 and Institute for Public Strategies recommendations, covering hours, responsible-service training and limits on serving alcohol only with food in the seating areas and designated patio.
