National City staff seek public input for 2025-29 HUD consolidated plan; survey open through Nov. 15

Angelita Palma, a Community Development Department staffer, presented National City's 2025-29 HUD five-year consolidated plan and the 2025 annual action plan at a Housing Advisory Committee special meeting on Nov. 4, 2024. Palma said the plans guide how the city spends two HUD entitlement grants: the Community Development Block Grant (CDBG) and the HOME Investment Partnerships program.
Palma said the city launched a public survey for the consolidated plan that is available in English, Spanish and Tagalog and that hard copies are available at City Hall, the library and community centers including the MLK Jr. Community Center. "We do have this survey available in English, Spanish and Tagalog," she told commissioners, and she encouraged residents to participate before the survey closes Nov. 15. Palma said applications for CDBG and HOME funds will be released in January 2025 and that the consolidated plan and the annual action plan are required documents for receiving HUD entitlement dollars.
Director Aguirre emphasized the importance of the funding stream for local projects, listing past uses including capital projects and social services and noting ongoing homelessness-prevention work with South Bay Community Services. "For our HOME program . . . we receive about $350,000 per year. For CDBG, it's a little bit over $500,000," Aguirre said, describing those amounts as roughly consistent with prior entitlements.
Commissioners asked how the city advertises outreach; Palma said the city posts notices on its CDBG/HOME webpage, uses social media and emails stakeholders and provides hard-copy surveys at community events. Palma said survey responses and stakeholder feedback will be incorporated into the consolidated plan and released in spring 2025.
The Housing Advisory Committee adopted its 2025 meeting dates later in the session; staff said the committee is intended to focus on policy-level housing items rather than day-to-day program administration. The committee's discussion of the consolidated plan was an input session only; the consolidated plan and related funding decisions will return to Council as required by the city's process.
