Planning commission initiates zone change to allow five-unit infill on E. 16th Street

The National City Planning Commission voted to initiate a general plan amendment and zone change for property at 3040 E. 16th St. and adjacent parcels to shift zoning from RS2 (small-lot residential) to MXC1 (minor mixed-use corridor).
Associate planner David Welch presented the developer-initiated request, describing a vacant 0.45-acre parcel and neighboring nonconforming multiunit buildings. The applicant’s representative, Sushmita Kadari, said owners and neighbors were surprised to learn of nonconforming statuses and that the initiation fee and process carry costs; she said the team has coordinated with the Fire Marshal and revised the concept to meet safety requirements.
Staff advised the initiation is a preliminary step (Class 6 information collection) and that a full general plan amendment and zone-change application would require additional studies, environmental review if applicable, fees and public hearings at both commission and city council levels. Commissioners raised infrastructure and paper-street concerns and asked that traffic, fire access and utilities be addressed in subsequent application materials.
Commissioner Valenzuela moved to initiate the process; Commissioner Sanchez seconded. The motion carried, 5–1. The initiation permits staff and the applicant to undertake the next steps, including a full application, public outreach and required environmental and technical reviews.
