Council approves vendor diagnostics as city races to fix water meters and UV system
Summary
Council authorized diagnostic and repair work after public-works staff reported the UV disinfection system repeatedly shut down (risking E. coli exceedances) and 281 water meters were not reading; staff outlined diagnostic cost estimates and a two-week factory-technician plan with training and a vendor guarantee.

Public works staff reported recurring failures of the wastewater/water treatment UV system and widespread meter outages that have left 281 meters not functioning properly. The official warned that the plant had been unable to meet required E. coli sampling limits while the UV unit shuts down intermittently.
Staff said the manufacturer's diagnostic visit would cost $7,948, and the vendor proposed sending two factory-trained technicians for a two-week on-site program including training for city staff. The vendor quoted roughly $10,000 to cover travel, lodging and per-diem for those technicians; staff said the vendor guaranteed the system would be 100% operational after the two-week visit and that any additional time required beyond that period would be the vendor's responsibility.
Council approved moving forward with the diagnostic and repair plan so the city can return to compliance with E. coli sampling and to restore meter reads. Staff also said they will monitor the system map daily and assign staff to investigate alerts as they appear.
The council recorded concerns about cost and asked for written guarantees; staff said the vendor provided written assurances that two weeks of on-site work would be covered and that additional days would be the vendor's responsibility if the problem persisted.
