The Black Hawk County Board of Supervisors approved multiple administrative contracts and personnel actions at its May 19 meeting.
The board approved a three-year agreement with NinjaOne of Oldsmar, Florida, for helpdesk ticketing, inventory management, remote control and patch management services at an annual cost of $11,940, as recommended by IT Director Al Yu. The board also approved renewal of Employee Family Resources' employee assistance and wellness program for $12,000 (a 2.2% increase) and renewed Employee Benefit Corporation's flex spending account administration with no rate increase, both as recommended by Human Resources Director Amanda Fesenmeyer.
Supervisors approved a fixed-fee guarantee schedule with Wellmark setting third-party administration fees at $45.12 per employee per month effective July 1, 2027, and $47.37 per employee per month effective July 1, 2028. Finance Director Michelle Weidner recommended hiring Gallagher Benefit Services to prepare the actuarial report for the year ended June 30, 2026, at a cost of $10,500; the board approved the contract.
The board approved collection of $6,405.42 from employee Cody Fisher, representing 84% of $7,625.50 that the county paid for Iowa Law Enforcement Academy training under the employee's employment agreement. The board also approved Change Order 001 for Pinecrest Phase B Furniture ($1,308.70) and accepted final payment for Project FM-C007(178)--55-07 (HMA crack filling) with a final payment of $4,346.96 toward a total project cost of $144,898.75. Officials said the HMA project contractor was Manatt's, Inc., and the original contract amount was $164,100.
The board approved a personnel requisition for a full-time Helpdesk Support Specialist; the motion passed 4-1 with Chair Laylin opposed. Several items were approved unanimously as routine consent matters. The board did not take additional action on the property tax legislation noted earlier in the meeting.
