Tuscarawas County commissioners authorize CHIP partnership with Dover, agree to serve as grantee

The resolution says the partnership will, if funded, use eligible State programs including CDBG, HOME and the Ohio Housing Trust Fund (OHTF). The agreement also authorizes hiring an administrative consultant to provide program services on behalf of the partnership and commits the county to provide any required local match described in the application.
The resolution makes the grant application contingent on receipt of PY 2025 CHIP funding from the State of Ohio and requires that the resolution accompany the application, which must be filed with the Ohio Development Services Agency by June 25, 2025. The board authorized the president or vice president of the commissioners’ board to sign any documents necessary to execute the partnership agreement and the application.
The vote on the resolution was recorded as 3–0 in favor. The partnership, if funded, would provide state-administered housing rehabilitation and preservation resources intended to address local housing needs; specifics such as the total grant request and proposed activity allocations were not specified in the minutes. The application and any subsequent contract will determine program scope and timelines.
Next steps: county staff will complete the application packet and submit it to the Ohio Development Services Agency by the June 25 deadline.
