County approves opioid toolkit, committee expansion and updated RFP for 2027 settlement funds

County staff told the board on May 26 that the opioid committee has been meeting for two years and is seeking to expand membership beyond county employees and commissioners to include community stakeholders.
Staff described the toolkit as a governing document that clarifies the committee’s purpose and membership process and explained an updated request for proposal (RFP) for grant applicants seeking settlement funds for projects to begin in 2027. Under the timeline presented, the county would open grant applications June 1 and close them Aug. 15, 2026; shortlisted applicants would be invited to 15–20 minute presentations for committee questions before the committee makes recommendations to the board.
Staff said the opioid committee would review applications and forward recommended proposals to the board, which has final appointment and award authority. The board approved the toolkit, application form and updated RFP by unanimous vote.
Board members and staff noted the intent to recruit roughly four to six public members to round out an 10–13 member committee and to use a scoring format in the RFP that eases application review.
