Weber County transfers full 2026 municipal services tax to newly incorporated Ogden Valley City

Weber County commissioners voted May 26 to transfer the county's 2026 municipal services tax revenues and related impact fee and outstanding improvement guarantee funds to the newly incorporated Ogden Valley City.
Chris Crockett told the commission a timing issue delayed issuance and recorder filing of the city's certificate of incorporation until Jan. 9. Under Utah statutory timelines, the county collects the taxes when incorporation occurs after the start of the year but the legislative body must share pro rata. Crockett said the county chose to transfer the full municipal services tax amount for 2026 to the new city rather than retain a prorated portion.
Crockett said county departments continued to provide municipal services during the transition, that the amount transferred was budgeted to provide those services for the year, and that the county met regularly with the city's mayor and council to avoid lapses. He also noted the county successfully litigated and dismissed a lawsuit brought by a separate group while continuing cooperative work with city officials.
Commission discussion emphasized the county's efforts "to help them be successful" and the need to avoid setting precedents for special financial treatment of one city over others. A motion to approve Resolution 24‑2026 carried on roll call (Commissioner Bolos: Aye; Commissioner Harvey: Aye; Chair Gage Ferrar: Aye).
