Rolesville reviews Chamber and downtown partnership agreements; in'kind rent valuation reduced

Rolesville staff presented draft partnership agreements with the Rolesville Chamber of Commerce and the Rolesville Downtown Development Association (RDDA) at the June 17 work session and sought board feedback on proposed in'kind support and a façade improvement program map.
Michael explained staff included the prior year's agreements and proposed versions for the coming fiscal year and noted a major revision: the in'kind valuation for office space previously recorded at $31,000 was reduced to approximately $6,200 because the chamber requires only one private office plus access to a reception area and a conference room for monthly meetings. Michael said the town will own the building beginning July 1 and staff used current market rates and estimated square footage to determine the valuation.
Michael also described a map showing the downtown area and eligible businesses for a Fae7ade Improvement Program and said the RDDA asked for an additional $1,000, bringing its request to $7,500 (up from $6,500 in the packet). He emphasized the agreements are draft and no approvals were required at the work session; staff sought input and planned to fine'tune the agreements before returning to the board.
A staff member described how the draft lease treats the central lobby as common area and identified exclusive suites in the building (labeled for discussion as Suite A and Suite D). The staffer and the town attorney explained listing an in'kind contribution at market value documents the town's support and helps ensure compliance with rules that bar direct grants of public money to private parties; they said the manager can determine surplus space and approve one'year leases without full board action.
Board reaction: Commissioners said the RDDA has several applicants for the Fae7ade Improvement Program and voiced support for continuing the partnership; one commissioner asked the chamber to provide more frequent reports to the board.
Next steps: Staff asked for comments over the following weeks to refine the agreements and return them for further board review and possible approval.
