At the start of the meeting the committee approved the minutes from its previous meeting by voice vote; Chair Shane declared the motion passed unanimously.
Later, although the committee did not take formal recorded roll-call votes on every item, members indicated the following directions and recommendations:
- Challenge coin: Committee indicated support for Lane Shetterly as the obverse and a simplified reverse (two hands and a short inscription). The committee asked the artist to email two reverse options and will revisit the item in July before forwarding a formal recommendation to the full council.
- Municipal code §5.212 (drug paraphernalia): Staff recommended repealing language that duplicates ORS 475.525. The committee directed the City Attorney to perform a side‑by‑side comparison to identify subsections to repeal and subsections to retain or refine (for example, the display/visibility restriction in subsection 1).
- AT&T franchise renewal: The committee asked staff to research FCC precedent regarding whether franchise fees can be applied to Internet revenues rather than telephone revenues and to return with recommendations for the July meeting.
These directions are committee recommendations or staff assignments; formal ordinance changes or franchise approvals would require additional actions by the full council.
