La Mesa council adopts $464,440 CDBG plan for FY2027, reallocates $150,000 from stalled street project to sidewalks

Myra Pina, senior management analyst for community development, told the council this was the second public hearing on the program and that “On April 3, 2026, HUD announced that the city would receive $464,440 in CDBG funds for fiscal year 2027.” She outlined staff recommendations that include $381,000 for the Tower Street Mobility Access Improvement Project (design by June 2026, construction by June 2027), $30,000 for CSA San Diego to provide fair-housing and tenant/landlord services, $50,000 for administrative activities and $6,440 for housing-specific administration tied to existing home rehabilitation and down-payment assistance programs.
Pina said staff proposed reallocating $150,000 previously assigned to Nancy Drive Street Improvements, which staff found not feasible this program year because shallow gas lines serving residents must be lowered by SDG&E before full street reconstruction can proceed. She said staff will continue pursuing other funding options for Nancy Drive while moving the funds to sidewalk projects identified in the city’s Sidewalk Master Plan.
Council closed the public hearing and adopted the resolution on a unanimous voice vote. Mayor Rapistathis moved to adopt the resolution; the motion carried with all council members voting yes.
The adopted plan directs staff to proceed with the recommended FY2027 projects and the substantial amendment reallocating the Nancy Drive funds. The council did not specify additional conditions or implementation timelines beyond those in staff’s presentation.
