North Manchester council approves $1.07 million community roads bid, OKs $32,340 historic-district review amendment and personnel changes

During new business Feb. 4, the North Manchester Town Council approved several routine municipal items tied to infrastructure, grant-funded work and internal staffing.
The council voted to accept the low bid for a Community Crossings Match Grant project that will fund street work (the meeting packet listed the total bid at $1,069,507). The chair said the state program provides roughly an 80% match with the town responsible for about 20% of project costs.
Council members also approved an amendment to the town's contract with engineering/consulting firm JPR, adding $32,340 for required historic-district review related to the Manchester Mile project. The chair said those services will be paid from the LILY grant and will not come from town funds.
On personnel, the council voted to reinstate a utility supervisor position that had been eliminated about 20 years earlier; council members said the change will consolidate duties and provide clearer direction in the utility office. The council approved the annual write-off of seven uncashed checks from fiscal year 2023 totaling $110.09 and approved payment of the meeting dockets (a town docket of $573,652.24 and a utility docket of $236,657.30).
Departmental reports from fire, police, building and public works were delivered as part of the meeting; no additional formal actions related to the drag-show public-comments item were taken that night. The council will continue routine oversight and follow up on documents requested by public commenters.
The council's next regular meeting is March 4 at 7 p.m.
