North Manchester council approves pay plan, stormwater ordinance and year-end budget adjustments

North Manchester Town Council voted unanimously to adopt several routine but consequential measures at its December meeting, including a 2026 salary/pay-plan ordinance, amendments to the municipal stormwater code and year-end budget adjustments.
The council approved an ordinance establishing the town’s 2026 pay plan. There was no extended discussion before the chair called the question and the ordinance passed on a voice vote.
Council also approved General Ordinance No. 10 on second reading, an amendment to specific sections of the municipal code related to stormwater management, again passing on a unanimous voice vote.
On budget matters, the council adopted Resolution No. 6, described by the chair as a combination of reductions and additional appropriations to close out the 2025 fiscal year. “The revolving loan is being reduced by 110,000,” the chair said. The resolution moved funds and recognized donations that required one-time appropriations: a park donation of $22,100, TLC operating of $9,505 and fire equipment of $6,248. The resolution was moved, seconded and approved unanimously.
Other routine financial actions approved included the treasurer’s request to write off four old utility accounts totaling $553.13 and signatures on annual statements required by contracting and hiring disclosures. The treasurer presented two dockets for payment; the town docket totaled $633,475.41 and the utility docket $508,878.65; council approved both dockets.
The meeting closed after departmental reports and a final opportunity for visitor comment; no substantive objections to the recorded votes were raised at the meeting.
