The North Manchester Town Council approved a Phase One desktop environmental contract for the Eel River Commons project on March 4.
A council member described the multi-year project and said project staff want a Phase One desktop review to help streamline Army Corps permitting, noting a potential review period of 10 to 12 months for the Corps. The town intends to contract Kim McCormick, a subcontractor with MKM, to complete the desktop review for $7,500 plus $800 in travel expenses; the contract will be paid from LILY grant funds already received.
"So they're doing their environmental documents to submit permits applications for the Army Corps engineers," the council member said, and added a Phase One review will help the town avoid later delays in the application process. The council moved, seconded and approved the contract by voice vote.
The council member also referenced a broader project funding picture, saying the town had about $7 million in combined relay-grant and local funds for the Eel River Commons project and that a separate pedestrian-bridge funding request (initially about $2.2 million) would be presented soon to the Northeast Indiana RDA.
