Bunker Hill Village council renews employee health plan with Blue Cross Blue Shield despite 50.6% rate hike

The Bunker Hill Village City Council on Feb. 27 approved a one-year renewal of employee health, vision and dental coverage with Blue Cross Blue Shield for the April 1, 2026–March 31, 2027 plan year.
Chief Schultz, representing the Memorial Villages Police Department, told council staff and council members that consultant Alliant Insurance Services solicited quotes from 17 insurers but received only two qualified bids: BCBS (the current provider) and Curative. BCBS’s initial renewal reflected a 50.6% increase over current rates; Curative’s proposal showed roughly a 20% increase but lacked a comparable health savings account option and excluded several hospitals and physicians used by employees, which would have disrupted some staff members’ access to care.
Councilmember Carl Moerer said the Police Commission and its Finance Committee reviewed Curative’s proposal and focused on employee well-being when evaluating options. The Police Commission held a special meeting on Feb. 25 and voted to approve a one-year renewal with BCBS. A motion to approve the employee insurance coverage was made by Councilmember Andrew Poor and seconded by Councilmember Carl Moerer; the motion carried 4-0.
Chief Schultz advised council that the unexpected rate increase will require a future budget action to address the higher premiums. The council did not take the funding action at the Feb. 27 special meeting; staff said a budget amendment to fund the increase will be presented at a subsequent meeting.
