Bunker Hill Village approves $334,268 sewer rehab contract, hires engineering oversight; roadwork deferred pending street assessment

Bunker Hill Village — The City Council on March 17 approved a services agreement with Ram Rod Utilities not to exceed $334,268.69 to replace an approximately 5,400-linear-foot section of sanitary sewer main on Strey Lane and rehabilitate existing manholes. Council also approved a $19,690 services agreement with IDS Engineering Group to provide construction management and oversight for the rehabilitation work.
Public Works Director Elvin Hernandez told the Council that cleaning and televising of the sewer lines, completed in September 2025, revealed that a substantial portion of the sanitary main is "severely deteriorated and at or beyond its service life," and that replacement and manhole rehabilitation are needed to ensure long-term reliability. The City used interlocal cooperative purchasing to solicit proposals; staff recommended Ram Rod based on prior experience and competitive pricing. The Ram Rod services agreement was approved (motion carried 4-0).
The IDS Engineering agreement, described by staff as a task-based scope to represent the City during construction — including project management, submittal review and construction observation — was approved on a 4-0 vote.
Separately, staff recommended awarding a $764,052.41 contract to Pavecon Ltd. Co. for a mill and overlay of Knipp Road and Strey Lane, but Council raised timing and data questions. Councilmember Susan Schwartz asked whether work was being proposed because it was on the schedule or because failures have been identified. City Administrator Gerardo Barrera and consulting engineer Ed Lloyd said a street assessment could be completed before the April meeting; Council directed staff to complete the street assessment for Strey Lane and Knipp Road and to return construction contracts for further consideration at the April or May meeting. No contract award to Pavecon was made at this meeting.
Council moved and approved the Ram Rod agreement and the IDS agreement by recorded motions; the meeting record shows motions carried 4-0. The Council noted that construction is scheduled to be coordinated to minimize disruption to Bunker Hill Elementary and that staff will notify emergency services and the public before mobilization.
The contracts have been reviewed by the City Attorney and will be administered in coordination with the City Engineer.
