City staff to ask commission to renew interlocal stormwater agreement with Broad County

City staff on Wednesday reviewed a resolution asking the City Commission to renew an interlocal agreement with Broad County to administer compliance with the EPA's National Pollutant Discharge Elimination System (NPDS).
Earl Henry, Interim Director of Public Services, told staff the proposed ILA renews a county-led program originally established in 2017 and is a cost-effective way for the city to participate. "This is just a renewal of the ILA, the interlocal agreement between Broad County and 25 other municipalities in Broad," Henry said. "It shares the resources and the effort to comply with the EPA's National Pollutant Discharge System."
Henry said Broad County acts as the permittee, performing inspections and maintenance of stormwater structures and collection systems, and that the new ILA would run for five years or terminate upon issuance of the next NPDS permit, which staff expects before November. The presentation noted the county will participate in public education and some testing for larger water bodies while the city remains responsible for discrete local obligations in the agreement.
The resolution is scheduled for the City Commission meeting the next day; no formal vote was taken during the staff workshop.
