Peru aviation board approves Project 030 closeout, authorizes conditional sign-off for Project 029

The Peru Board of Aviation Commissioners voted to approve final closeout documents for FAA Project 030 and authorized the board chair to sign Project 029 closeout documents after board members have had time to review them.

Bruce Payton, filling in for program manager Joe Worley, told the board the FAA prefers to see a single package at the closeout of projects and presented the materials for Project 30, saying the local share remaining on Project 30 will be matched by the state. He asked the board to consider a motion authorizing Chair Jim to sign the final program documents once members have had time to review them so the closeout can be expedited.

A committee member moved that Chair Jim sign the Project 030 closeout documents; the motion was seconded and the board voted to carry the motion. The board then moved to allow Jim to sign the Project 029 closeout conditionally after members review the documents and provide approval by email; that motion also passed.

Chair (meeting officer) noted supporting documentation behind the pay request that totals $5,464 for one invoice tied to the closeout and said the board would receive the full packet electronically for review. Board members discussed that the local match for Project 30 had been included in the packet and that the state would match that local share as part of the grant closeout paperwork.

The board did not identify any legal authorities by statute during this exchange; the action reflected standard grant closeout practice and did not create new obligations beyond executing the paperwork and submitting documents to the FAA. The board instructed staff to circulate the Project 029 closeout packet by email and requested that members reply with approval or objections so Chair Jim can sign if a majority concurs.

The board moved on to other agenda items after the motions carried.
