Carlisle council advances 2026A bond for School Street Phase 3 and authorizes electronic bidding

The Carlisle City Council on April 27, 2026, advanced the city’s 2026A bond to the bid process and approved procedures for electronic bidding.
City Administrator Deven Markley said the 2026A bond would fund School Street Phase 3 and the second portion of financing for the Public Library renovation. Mayor Dan Carver opened a public hearing; Markley reported that no oral or written comments had been received. On a motion by Councilmember Beth Sauter, seconded by Councilmember Krista Beck, the council approved a resolution instituting proceedings to take additional action so the bond may proceed to the bidding stage.
Council also approved a separate resolution, moved by Krista Beck and seconded by Andrya Carter, that authorizes electronic bidding procedures and the distribution of the preliminary official statement. Markley noted the city has long used electronic bidding and staff recommended continuing that practice. No public comments were offered during the hearing. The resolutions were recorded as passing on roll-call votes.
