The Carlisle City Council voted unanimously on May 11 to direct the sale of $2,980,000 (subject to adjustment) in general obligation capital loan notes, Series 2026A, to help fund remaining work on the city library and the School Street project.
Council received five bids on the notes; Northland Securities submitted the winning bid with a 3.990% interest rate, and staff reported the bid included excess funds that could be applied to these projects or help pay for future bonded projects. Councilmember Andrya Carter moved to receive and file the bid documents; Councilmember Krista Beck moved the resolution directing the sale, and the motions passed on 5-0 roll call votes.
City Administrator Deven Markley and a financial advisor from PFM (Susanne Gerlach) told the council that the rate came in below expectations for an issuance without a formal rating and is consistent with market levels near an AAA yield.
