Willow Park council annexes 7.29 acres, approves Bankhead utility contract and disannexes small right‑of‑way

The Willow Park City Council on April 14 adopted Ordinance No. 936.26 to annex approximately 7.29 acres (James Orr Survey Abstract No. 1029) generally at the northwest corner of East Bankhead Highway and Torrey Court into the city limits. City staff reviewed the ordinance and recommended approval; the council approved the ordinance on a voice vote.
City staff later recommended awarding a construction contract for Phase Two of the Bankhead Utility extension to Sky Blue Utilities, Inc., with a total recommended award of $4,122,003.40. Project staff said eight bids were received and Sky Blue submitted the lowest bids for the water, sewer and selected alternates. Project engineer Nick Kirk presented the recommendation and described the scope (water and sewer mains connecting Forest Mains, Willow Park Village, the Haney lift station and lines out to FM 1187) and the competitive bid process.
"We got eight bids. Sky Blue was the lowest of all those bids in all of the categories," Nick Kirk said. (Speaker 10)
Council approved the award by motion and voice vote.
Later in the meeting the council approved a narrow disannexation (Ordinance No. 938.26) removing about 2,603 square feet (0.060 acres) of right-of-way at the south part of Bankhead Highway near Champions Drive to clear up a boundary dispute with a neighboring jurisdiction. Staff said the disannexation was intended to eliminate overlap and references to prior resolutions by adjacent cities.
