Council approves Barco Land annexation and $20,000 hotel-tax sponsorship for district events

Council approved a development agreement to annex a 7.29-acre tract south of Bankhead Highway and Willow Bend for development by Barco Land Company, a project applicant told the council. Grant Reed, representing Barco Land, said the company plans to annex the two lots, bring utilities and rights-of-way, and that a tractor retailer (not yet finalized) is a prospective tenant. "We are solely looking to annex the property, provide the utilities and rights-of-way and then, in the event things go right, Tractor Supply will close and purchase the property," Reed said.
City staff noted the development agreement is with the property owner rather than the prospective tenant and that vertical construction and site plans will come back to the city for review. Council moved and approved the Barco Land LLC development agreement.
Separately, the council adopted a hotel-occupancy tax policy and Ordinance No. 934-26 related to use of hotel-tax revenue and considered the first sponsorship application under that policy. Rose Hoffman, the communications director, presented the policy, the related ordinance language and the application; staff recommended participating at the $20,000 sponsorship level for events produced by "the district." A motion to approve the $20,000 sponsorship passed.
Councilmembers discussed metrics for evaluating sponsorships, including verifying hotel stay increases tied to events. The communications director said staff is still developing rubrics and will follow up with hotels to confirm visitor impact.
