Commissioners approve $9M in bills, zoning change, appointments and grants in Nov. 19 meeting

At its Nov. 19 meeting the Shiawassee County Board of Commissioners approved a series of routine and substantive items, including payments, personnel confirmations, purchases, fee changes and a zoning amendment.
Financial approvals led the session: the board authorized payment of invoices, payroll batches and electronic transfers with warrants drawn from the Treasury for a grand total of $9,016,066.78 (motion carried by roll call, seven yeas). The board also approved the Shiawassee County Budget Resolution for Fiscal Year 2026 on first reading.
Land-use and regulatory actions included adoption of Ordinance No. 25-11-04 to amend the county Zoning Map in Rush Township (PREZ25-004), changing parcel 002-24-200-002 from A-1 (Agricultural Production) to B-2 (General Business); the Planning Commission had recommended approval. The board also approved two PA 116 farmland agreement applications (Thomas and Dixie Copeland in Antrim Township; and Phillip and Lucille Matthews after removing New Haven Township from that application).
Personnel and appointments approved included confirmation of Dr. Petra Rahaman as county Medical Examiner under the contract with University of Michigan–Sparrow and approval of Chairman Brodeur’s selection of Dr. Gary Duehring to the Shiawassee County Veteran Affairs Committee.
Purchases and fees approved: a $3 convenience fee for online dog-license purchases effective Dec. 1, 2025; the County Clerk’s requested fee schedule effective Jan. 1, 2026; a new HVAC system for the county Animal Control Facility not to exceed $13,000; sheriff’s equipment not to exceed $9,368 (Pro-Tech Sales) funded by a Homeland Security grant; badge readers and locksets for District Court not to exceed $40,000; and 10 AED batteries totaling $5,247 from the Opioid Fund.
Health department business included approval of a grant agreement between the Shiawassee County Health Department and the Michigan Department of Environment, Great Lakes, and Energy (EGLE) for Environmental Health Services in the amount of $102,374 for the period Oct. 1, 2025 through Sept. 30, 2026.
Announcements at the end of the meeting included Chairman Brodeur’s report on Tax Increment Financing (TIF) developments and County Administrator Dr. Brian Boggs’ calendar notes; the board set its organizational meeting for Jan. 7, 2026 at 5:00 p.m. The meeting adjourned at 6:06 p.m.
