Shiawassee County board approves budget first reading, fees, purchases and appointments

In a series of unanimous votes, the Shiawassee County Board approved the FY2026 budget on first reading, confirmed a medical examiner, added a $3 online dog-license convenience fee, approved a $102,374 EGLE grant and authorized multiple purchases and staffing actions.
At its Nov. 19, 2025 meeting the Shiawassee County Board of Commissioners handled a package of routine and fiscal items, approving several motions by unanimous voice or roll call votes.
The board approved the agenda and prior minutes, accepted invoice edit reports and payroll batches authorizing warrants for a total of $9,016,066.78, and approved two PA 116 farmland agreements: one for Thomas and Dixie Copeland (Antrim Township) and one for Phillip and Lucille Matthews (approved for Sciota Township after removing New Haven Township via an amendment). The board also approved the Budget Resolution for Fiscal Year 2026 on first reading.
Appointments and administrative items included confirmation of Dr. Petra Rahaman as County Medical Examiner (under the contract with University of Michigan–Sparrow), and approval of Dr. Gary Duehring to the Shiawassee County Veterans Affairs Committee. The board approved operational and capital purchases including a new HVAC for the Animal Control Facility not to exceed $13,000, sheriff department equipment up to $9,368 (Homeland Security grant), badge readers and locksets for District Court not to exceed $40,000, and purchase of 10 AED batteries for $5,247 from the Opioid Fund. Additionally, the board approved the County Clerk’s fee schedule effective Jan. 1, 2026, and added a $3 convenience fee for online dog-license purchases effective Dec. 1, 2025.
A grant agreement between the Shiawassee County Health Department and the Michigan Department of Environment, Great Lakes, and Energy (EGLE) for Environmental Health Services in the amount of $102,374 (term 10-1-2025 through 9-30-2026) was approved on a 7-0 roll call. County Administrator Dr. Brian Boggs provided routine administrative updates and announced the organizational meeting on Jan. 7, 2026. The meeting adjourned at 6:06 p.m.
