The Templeton Community Services District board on Jan. 21 discussed how to run its next strategic-planning cycle and agreed to pilot a series of shorter, recorded workshops rather than a single off-site retreat.
Staff proposed holding special two-hour workshops before regular meetings over roughly three months (with the option to call additional special meetings or longer sessions if needed). Directors debated trade-offs: some favored off-site half-day sessions to concentrate work, others preferred shorter sessions that would be recorded and posted for transparency. Several directors raised concerns about staff time and public accessibility; staff said recorded sessions would preserve transparency and make materials available for review.
The board discussed creating an ad hoc committee to handle wordsmithing and prepare draft goal templates; the president noted the ad hoc could work between workshops to refine language. Directors agreed to a trial of the 5–7 p.m. workshop approach and set a special meeting for Feb. 4 to address parks-related goals; staff will provide draft materials to guide the first session.
Board members said the approach can be adjusted after the first few sessions if the format proves insufficient and that staff would return with RFP results for the water and wastewater master plan to inform subsequent planning work.
