Shiawassee County approves Brownfield Plan for Corunna Flats redevelopment

The Shiawassee County Board of Commissioners unanimously approved Resolution #25-11-18 on Nov. 19, 2025, adopting a Brownfield Plan for the Corunna Flats redevelopment in Corunna, Michigan.
Chairman Gregory Brodeur opened a public hearing at 5:03 p.m. and County Administrator Dr. Brian Boggs provided background on the proposal. Justin Horvath (SEPD) and Lauren Poston of Fleis & Vandenbrink gave additional details about the project. No members of the public spoke during the hearing, and the hearing was closed at 5:08 p.m.
The board’s resolution cites the Michigan Brownfield Redevelopment Financing Act (Act 381) and records determinations that the Plan serves a public purpose, meets the statutory requirements in Section 13 of the Act, and proposes a capture period estimated at 25 years (stated not to exceed 35 years as allowed by statute). The record notes that the City of Corunna passed a resolution of concurrence and understanding on Nov. 3, 2025.
Commissioner Cindy Garber moved to approve the resolution; the motion carried on a 7-0 roll call vote. The approved Plan was attached to the resolution as Exhibit A in the meeting record and will be administered by the Shiawassee County Brownfield Redevelopment Authority in accordance with Act 381.
The resolution authorizes use of tax increment revenues to finance eligible activities identified in the Plan and affirms the Authority’s ability to arrange financing. The board’s action completes the county’s approval step; the Plan and any implementation details are subject to the administrative processes described in the resolution and applicable state law.
