Council approves water-conservation impact-fee credit policy and moves forward on TxDOT bike/sidewalk grant; speeding item tabled for data

Water-conservation impact-fee credit: Staff presented a draft policy implementing a state legislative change (Senate Bill 14) that allows developers to earn a credit on impact fees if they exceed local water-conservation standards. Staff said developers must document measures for five years, submit engineering-stamped monitoring data and, if standards are met or exceeded, may receive up to a 5% credit on residential impact fees, 2% for most commercial uses and up to 5% for irrigation-only developments. The council approved the policy; the ordinance language remains in draft with the city attorney’s office reviewing the final ordinance.
TxDOT advanced funding agreement: City staff presented a draft advanced funding agreement with the Texas Department of Transportation for a Transportation Alternatives project to design and construct bike lanes and sidewalks on Meadow Place, Bride and Kingsgate Road. The program is an 80/20 federal/local reimbursement model; staff noted the city’s estimated participation (20%) in the draft budget is $138,202 and that the city would be responsible for any cost overruns. The grant requires procurement of engineering services and completion within a three-year letting window. Council approved a resolution authorizing execution of the advanced funding agreement.
Traffic enforcement on Kingsgate: Police Commander Quincy Hamilton reported staff deployed a speed trailer but experienced technical issues; staff will redeploy the trailer and provide speed-count data to council. The council voted to table further action on Kingsgate speeding enforcement until the speed trailer data are available.
Next steps: Staff will finalize an ordinance for the impact-fee credit (with attorney review), proceed with TxDOT procurement steps after the AFA is signed, and return speed data on Kingsgate for council consideration.
