Beardstown City Council members voted unanimously on July 22 to adopt the citys appropriation ordinance for the fiscal year beginning May 1, 2025 and ending April 30, 2026, and to approve changes to the citys zoning ordinance to better define accessory uses and structures. Alderperson Allie Dawson moved to dispense with the reading of the July 8, 2025 minutes and to approve them "as published," a motion that Dawn Seward seconded and the council approved by voice vote. Under the meetings omnibus-designation vote, the consent agenda was then approved and disbursements for the period ending July 22, 2025 were filed.
On the appropriation ordinance, Alderperson Allie Dawson moved — and a council member listed as Davis seconded — "An Ordinance making appropriations for corporate purposes for the fiscal year beginning May 1, 2025 and ending April 30th, 2026 for the City of Beardstown." The ordinance passed on a roll-call vote, 7-0. Yeas were recorded as Lisa Buhlig, Shawn Taylor, Davis, Ron Culves, Dawn Seward, Keith Schramm and Allie Dawson. Member Laci Harbin was recorded as absent.
The council next approved an ordinance amending Beardstown's zoning ordinance to better define accessory uses and structures. Alderperson Keith Schramm moved the zoning amendment; Alderperson Shawn Taylor seconded. The measure passed by roll-call vote, 7-0.
Council members then addressed appointments to the Planning and Zoning Commission. A motion by Davis, seconded by Ron Culves, to table appointments for Laci Harbin (term listed as 6 years), Harry Juarez (6), Katherine (Katie) Vitale (4), Keith Schramm (4), Dawn Seward (2) and Christi Harbin (2) passed 7-0. Separately, a motion by Ron Culves, seconded by Lisa Buhlig, to table the appointment of Christi Harbin as chairman of the Planning and Zoning Commission also passed 7-0.
There were no public comments at the meeting. The council adjourned at 6:43 p.m. on a motion by Allie Dawson, seconded by Dawn Seward.
